Treat unknown residential address classification as residential

If UPS Address validation API returns that UPS does not know at the moment classification of address, the residential surcharge is not applied.

We would like to have a checkbox 'Treat unknown residential address classification as residential' for this case.

"Check Residential" address validation on the billing profile sometimes returns "Unknown" from the FedEx API.

We need every "Unknown" returned by this check to be treated as a residential address. That is, every 'Unknown' should be treated as TRUE.
