Skip PO Boxes during rate shop

Today techSHIP has the option to deny PO Boxes. This checks the consignee's address for a presence of a PO Box. If a PO Box is found, the order is not processed.
This functionality does not support rate shopping. The winning carrier fails to process the order since the validation happens at the end.
Looking for a solution to fail the carrier that does not support PO Boxes but allows Canada Post/USPS which supports PO Boxes to still win the shipment.

We use the Deny PO Box option as well for all carriers except Canada Post/USPS and it seems to be working fine for us. When we process any order with PO box, rate shopping only picks Canada Post or USPS as for other carriers, the Deny PO box option is checked.
