Description of the Feature Request:

-Improve error description upon Rate Shopping.

Purolator example: Currently, carrier is showing the right error message upon Rate Shopping.

When an order it's processed and fails, it shows just a generic message.

As in seeing what the actual error is could reduce the amount of time to resolve an issue.
