Unfortunately, we cannot make this a general rule as there are different scenarios where the $0 rate could be a valid value. For example, we could have someone using a custom (own) carrier or selecting a carrier that does not return shipping costs, but the customer still wants to use it.
This rule will need to be done at the carrier level. We should review the situation with a carrier, but this is doable.
